Project Background

This project seeks to reinforce the knowledge and capacity of the main stakeholders working on socio-economic development in Tunisia’s marginalized regions ahead of the 2019 election in order to enhance citizen participation in local democracy and decentralization process. 

The project objective is to provide a space for dialogue between civil society organizations and local government. Three consultations will be organized in every governorate involving civil society organizations, unions, activists as well as local government officials. The aim is to reinforce the local government’s understanding of and responsiveness to citizens' priorities in light of the 2019 elections.

Duties and Responsibilities

  • Conduct desk research and prepare background notes on the respective working governorate (Gafsa or Tataouine).
  • Participate in 3 consultations in the respective working governorate (Gafsa or Tataouine)
  • Prepare inputs, questions, and points of discussion to be addressed by the Moderator during the consultations.
  • Prepare a Policy Brief according to a working timeline that will be set in accordance with the MEF Team.
  • Coordinate and collaborate with the fellow consultant
  • Send activity reports and participate in evaluation meetings with the MEF Team according to a working timeline that will be set in accordance with the MEF Team.
  • The consultant shall work closely with and under the supervision of the Project Leader. 

Person Specification / Profile of the expert / Required Skills and Experience  

  • Ph.D.or Master’s degree in social sciences (sociology, economy, political science), international relations, development studies or related fields and other relevant disciplines. 
  • In addition to academic credentials, competitive candidates will have experience conducting policy analysis, or a proven record of publishing articles, books.
  • Demonstrated ability to conduct policy analysis, produce and publish high-quality research reports.
  • In-depth understanding of and experience working in the Tunisian context, with reference to the decentralization process, natural resources governances and socio-economic challenges in the governorates of Gafsa or Tatatouine.
